What is the benefit of Issues?
The challenge we saw before Issues was as our users worked on a bill or regulation, which they added to one or more Watchlists, all the other activity that related to that bill or regulation was disparate and hard to find. Now, all legislative and regulatory data, Actions, Files, Links, and more, are in one, easy-to-use Issue.
This way, you may centralize work, make knowledge accessible, and get a 360 degree view of any issues your organization is confronting within FiscalNote. Each of those given issues may be assigned their own Issue in the platform. In addition to saving relevant bills or regulations to an Issue, you can build and maintain other information relevant to the Issue. Examples include: lists of stakeholders, activity logs, news articles, files uploaded by your team, strategic overview and context documentation.

What happened to my Watchlists?
On August 18, 2018, Issues replaced all personal, group and organization Watchlists as the feature for saving and monitoring information. Any existing Watchlists were converted to Issues. Moving forward, any relevant information you find through Search or Discovery Alerts can be saved to an Issue.
Watchlist worked like folders for storing relevant, important data from the United States federal government, the 50 state governments, or the District of Columbia.
Watchlists would send email notifications on any developments pertaining to their contents. Additional content could be assigned to watchlists from Search or Discovery Alerts.
Legislation and regulation could be sorted or filtered by many different attributes. These attributes included priority, position, or labels. Information in the watchlists could be exported or formatted into reports.
However, FiscalNote realized that as users worked on a bill or regulation, which they added to one or more Watchlists, all the other activity that related to that bill or regulation was disparate and hard to find. Issues retains the functionality of Watchlists with the benefit that all legislative and regulatory data, Actions, Files, Links, and more, are in one, easy-to-use space.
Will I still receive email notifications whenever something has changed on a bill or regulation I’ve saved?
Yes. You will continue to receive email notifications on changes to a saved bill or regulation. The only difference is that you will manage your notification preferences by Issue instead of by Watchlist. Additionally, we made enhancements to the process for editing your email notification preferences so that you may choose to make changes in bulk. Will I be able to create reports using my bills and regulations?
Yes. You will be able to create reports using your bills and regulations, and you will have two ways to obtain those reports. Each Issue will include an option to create a report that contains only information from that Issue. Reports that include information from two or more Issues may be created on the Reporting page.
