In FiscalNote, Issues are the glue that holds everything together. Legislative and regulatory trackers add important policy documents for team review. Lobbyists add Actions to share important meeting notes and keep the team up to speed on key interactions in their stakeholder network. Team leads add Issue summaries and resources such as Files and Links for everyone to effectively manage the Issue.
But how does it all work together?
Issues allow for much more than just data centralization. When used properly, they provide for additional classification methods of key policy documents, legislative and regulatory reporting by organization position or priority, stakeholder mapping across all Issues, and more.
Issues & Data Classification
Both Issue folders and Labels provide extensive means for organizing key policy documents. But, how will you classify them according to organizational stances or initiatives?
FiscalNote built this classification approach into its Issues Management platform, allowing you to document position and priority as you track and monitor.
Adding a bill or regulation to an Issue provides the ability to set a Priority and Position:
In the above example, IL SB 150 has been added to the Vehicle Safety Issue. Users with access to the Vehicle Safety Issue will now get notified by email of future updates (ex: a hearing is scheduled). They can also access the bill in the Vehicle Safety Issue under Data at any time.
However, because FiscalNote recognizes the need to monitor this bill, the platform now also provides the ability to set a position or priority for it. Choose one of the following:
- Position: Support, Monitor, Oppose, None
- Priority: High, Medium, Low, None
After the bill has been added to the Issue and you've reviewed the text to gauge its implications, choose a Position or Priority:
FiscalNote automatically saves your selection. Now, anyone on the team can filter in the Vehicle Safety Issue to find the bills your organization supports or opposes, for example. Click 'Show all Filters' and use them to find bills by Legislature, Session, Priority, or Position:

Issues & Reports
Using FiscalNote to document organizational stance and priority unlocks advanced reporting capabilities. To create a risk or opportunity report across ALL Issues according to position, for example, head to 'All Reports' from the Reports drop-down menu in the navigation bar.
Once there, click 'Create Policy Report'. Next, choose your position, and click 'Review and Edit':
Use Position and Priority reporting to impress your stakeholders with timely, accurate, and comprehensive policy reports that document which bills require the most attention, and which present varying degrees of risk or opportunity:

Issues & Stakeholder Mapping
Team collaboration in FiscalNote bolsters your stakeholder network: all users upload their own contacts, adds them to Issue(s) they impact, and everyone's network grows as a result. See who your peers have either worked with or identified as key players, Issue by Issue:
When stakeholders are added to Issues, potential cross-Issue trends in your network can be uncovered. Use the Directory to identify which Issues have the most known stakeholders and which could use growth, for example.
Choose your Issue(s) to view the stakeholders & total count on the right:
Use filters in the Directory to identify other trends, such as Legislators who impact multiple Issues.
